Being the shark is the real pull here - you are a violent beast, no doubt, and the ability to rip people limb from limb is a visceral delight, made all the more involving by the fact that the actual act of ripping - thrashing the head around and such - is directly controlled by the player.
With a plethora of offensive moves at its disposal as the game progresses, the shark can certainly batter his enemies (that is, everyone and everything) in style.

There are some stupidly fun side missions as well, away from the main story, including launching unsuspecting swimmers from the ocean to a target on land. This is funny, there's no two ways about it, and is an example of why someone can feel so dirty when playing Jaws Unleashed - it's one of the guiltiest pleasures on recent memory.
However - guilty pleasure and stupid fun do not a good game make. Even with years of development, Jaws feels buggy and unfinished in places. The central experience of the game is not very good at all, and this isn't something that most players will stick with for very long.

The Final Word:
Jaws Unleashed is not a good game, but it still comes with a teeny-tiny recommendation. Borrow it for a day and just muck about - it's the (only) way to have fun with this one. Maybe with more focus this could have turned out alright, but as it is, Jaws Unleashed falls firmly into the Godzilla: Destroy All Monsters Melee realm of guilty pleasure.
