"The world is not designed to be a video game. We are trying to make a video game that feels like the world, but still plays like a video game," Rockstar's Sam Houser told Game Informer.
"We are trying to make something that is more fun, more believable, more alive than it's ever been."
According to the article, your fellow citizens will be crucial in breathing life to Liberty City. They'll do that by doing what normal people do - going about their business, talking on the phone, sitting on benches and the rest of the sort of things average citizens in a busy city get up to.
The game will be wholly set in Liberty City, which means no trips to Eastern Europe to see where Niko's troubles began. They will, it seems, come back to haunt him in his new home.
Game Informer's latest issue is out in the US now. Rockstar is planning to release Grand Theft Auto IV on Xbox 360 and PlayStation 3 this November.
